FOND DU LAC 鈥 Steven Rosales, who had been the Kewaskum Police Department鈥檚 school resource officer since 2022, was in Fond du Lac County Circuit Court on Wednesday for his initial appearance on five Class H felonies related to allegations he performed sexual acts with one of his dogs and tried to send a photo of that to another individual.

During the initial appearance, Rosales had a cash bond set at $100,000, with the conditions that he must not have contact with animals or livestock, and he shall not possess any pornography.

The five Class H felony charges include three for bestiality engage in sexual contact with animal (1st), one for bestiality photograph/film sexual contact with animal (1st) and one for attempt bestiality sell/publish obscene material of sexual contact with animal (1st).

The five felonies carry a penalty of up to 30 years鈥 imprisonment, $60,000 in fines or both.

Rosales is alleged to have exchanged numerous explicit text messages with an 18 year-old student at Kewaskum High School, while he was a school resource officer. Regarding those allegations, he was previously charged with three Class I felony charges, one for sexual misconduct by school staff or volunteer and two for misconduct/office act/excess authority, in Washington County Circuit Court. Those charges carry with them a penalty of up to 10 years鈥 imprisonment, $30,000 in fines or both.

In total between the eight charges, Rosales could face up to 40 years鈥 imprisonment, $90,000 in fines or both.

According to the criminal complaint, during the investigation of the Class I felony charges, information came to light of alleged bestiality by Rosales.

In the initial investigation, one of the witnesses, a woman that Rosales had been seeing, gave consent for the police to search and download her phone鈥檚 contents. Included in the contents were text messages from Rosales to the witness talking about performing oral sex on and having sex with his dog.

The following is an excerpt from the text messages. Language has been edited for its explicit nature: Rosales: 鈥淚鈥檝e [had sex with] my dog before. Female dog that is.鈥

Witness: 鈥淗ow did you do that?鈥

Rosales: 鈥淸Description of alleged incident] I know, but still a weird thing to hear. And it鈥檚 illegal. I just don鈥檛 want you thinking I鈥檓 a weirdo. I just want you to understand that鈥檚 what happened when I have alone down time.鈥

Witness: 鈥淒o you still do it? Did it feel good? Do you like it? Did she like it?鈥

Rosales: 鈥淚 haven鈥檛 done it in a LONG time. [description related to incident.] I liked it. [description related to incident.] Lol. I think she didn鈥檛 mind it. Lol鈥 According to the criminal complaint, Rosales also attempted to send the witness a photo of him performing oral sex on his dog.

On April 12, officers spoke with Rosales at his residence about the messages, to which Rosales said 鈥渉e did this to try to get [the witness] to be aroused by his actions.鈥

According to the complaint, Rosales said he deleted the picture in his messages, which is why when his phone was searched initially by officers for the felony case in Washington County, nothing was discovered.

Rosales was asked to further describe the incident, to which he initially denied having performing oral sex on his dog.

The topic was then revisited later in Rosales鈥 conversation with law enforcement officers, during which he said he did perform the act 鈥渇or 5 seconds.鈥

According to the complaint, Rosales was then asked about the incident in which he claimed to have had sex with his dog.

鈥淪teven said it was several years ago but did occur at his residence,鈥 said the complaint. 鈥..Steven said [it] was not entirely successful.鈥

Rosales was then asked if there were any other incidents between him and one of his dogs, to which he said there may have been one more, according to the complaint.

鈥淪teven said he recalled the specifics to be the same,鈥 said the complaint According to the complaint, he did not engage in sexual acts with any of his other dogs.

Rosales will next appear in Fond du Lac County Circuit Court at 2 p.m. on May 31 Rosales鈥 hearing on May 28 in Washington County Circuit Court has been canceled, as he filed a substitution request for a new judge, according to court documents. A new hearing date will be posted when a new judge is assigned to the case.
